NARDTC, being a national centre has a high  frequency of visits from various institutions of learning e.g universities, tertiary colleges, secondary schools, primary schools. These visits are carried out throuhgout the year.

A five-day aquaculture study tour and training is to be held at National Aquaculture Research Development and Training Centre, Sagana from 27-31 May 2013 under the project "Building Eastern African Capacity for Freshwater Aquaculture Research: Study Tour to Kenya". This project is intended to enhance research capacities of existing freshwater aquaculture research institutes in the target countries to conduct relevant and effective research. To achieve this purpose the Consultant will be required to organise and conduct a study tour and practical exercises in the National Aquaculture Research Development and Training Centre (NARDTC), Sagana, Kenya. This is bringing together participants from Burundi, Ethiopia, Rwanda and South Sudan. The official opening of this study tour will be done by the Permanent Secretary, Ministry of Fisheries Development, Prof Micheni J. Ntiba, CBS.

Background information

In recent years aquaculture has become the fastest growing food-producing sector globally hence becoming an increasingly important contributor to economic development, food supply and food security. Despite the huge potential existing in Africa in terms of water resources, aquaculture production has been low contributing only 2.2% of total global production in 2010. The contribution of Sub-Saharan Africa is even lower standing at 0.60% (Ibid). Slow growth in aquaculture has been attributed to a number of factors including inadequate capacity to undertake research which will provide solutions to constraints facing fish farmers. However, following successes of fish farming enterprises in countries such as Egypt, Nigeria, Ghana, Uganda, Zambia, Zimbabwe and Kenya, aquaculture development in Africa is shifting from subsistence to commercial. This demands research based innovations which will ensure profitability and sustainability of such ventures. Hence, capacity building of research infrastructure and manpower is essential. Moreover, promotion of good practices in aquaculture and fisheries research parallel with technology transfer is crucial to ensure an efficient management of the sector across the continent. Furthermore, enhancing synergies at national and regional levels will avoid duplication of research efforts thus saving resources.

In most cases, fisheries and aquaculture research activities are also conducted by universities but generally in an ad-hoc fashion, if at all. Like fisheries issues and government service provision to the sector, research activities vary between countries but can be generally characterised as suffering from the following constraints:

•   Lack of effective aquaculture policies and strategies;

•   Weak scientific research strategies with limited resources and emphasis on applied research of practical use to managers and other stakeholders;

•   Low funding of the sector;

•   Weak linkages between research and extension; and

•   Ill-equipped facilities in general and laboratories in particular.

Therefore the ACP Fish II Programme has assigned COFREPECHE to “strengthen the capacity of fisheries and aquaculture research institutions to fulfil their mandate in fisheries management” through facilitation of a 5-day study tour of fisheries and aquaculture research officers. The study tour will take place at National Aquaculture Research, Development and Training Centre (NARTDC) in Sagana, Kenya, where commercial aquaculture is well established. Participants will be nine (9) Fisheries Officers and Aquaculture Research Officers selected from four target countries (Burundi, Ethiopia, Rwanda and South Sudan) plus one Officer from the LVFO Secretariat. It is anticipated that at the end of the tour, participants will have:

  • Increased knowledge and exchange of information on aquaculture research in the region;
  • Shared good practices in fisheries and aquaculture research in the region.

By the end of the project:

  • Increased knowledge and exchange of information on aquaculture research in the region through a 5 day study tour for 9 nominated Fisheries Officers and Aquaculture Research Officers;
  • Shared good practices in fisheries and aquaculture research in the region.

National Mariculture Research Development and Training Centre, Ngomeni

The Ngomeni fish farm was established in early 1980s to carry out trials for development of mariculture. The Ngomeni shrimp farming trials were carried out by Fisheries Department and FAO, Fisheries Department, Rome between 1984 and 1986. The project achieved very good results with the production of Penaeus indicus with potential of expanding to culture of P. monodon (FAO 1985). However, in order to play a role in research, development and demonstration, the farm management needed to be seriously modernized (FAO 1985). Further to this, a demonstration of the economics needed to be done taking into account the specificity of the Kenyan condition (FAO 1985). The Ngomeni aquafarm was found to be a correct tool that needed to be improved to permit easier management, ensure proper farming procedures in order to give reliable repetitive experiments (FAO 1985).

Mandates of the centre

The National Mariculture Research Development and Training Centre, Ngomeni is mandated to among other things;

  • Serve as genebank for marine and brackish water aquatic species
  • Carry out research on genetic improvement of mariculture species including shellfish, finfish, and artemia and house breeding nuclei for marine finfish, shellfish and artemia
  • Development of environmental management strategies for production systems
  • Biosecurity and surveillance and control of pests, diseases and predators
  • Training and capacity building in mariculture
  • Advice on policy issues about mariculture in Kenya

Status

Ngomeni farm consists of offices and an outside shed used formerly used for processing the shrimps after harvest. The office is used for administrative work, laboratory and storage of scientific equipment. Currently the farm requires renovation with emphasis on engineering works to revamp the place. The existing ponds are perfectly adapted for future research and development programme as well as for training. Renovations planned for include the concrete gate structure, firming of dykes, and pond desilting.
